There's no wrong order to do the DLC. Also the game recommends level 20 for Dead Money and 15+ for Old World Blues. I would say Honest Hearts -> Old World Blues -> Dead Money -> Lonesome Road. Go to your Fallout NV install folder (default location is C:\Program Files\Steam\steamapps\common\fallout new vegas) and delete the files with the .nam extension that correspond to whatever DLC you want to disable. Three of the four DLC allows you to take your current gear with you into the DLC area. All four DLC allows you to return to the mojave with all the gear you can carry.
