Only having played one of the previous two games, I would have to say that this game is better from the last Need for Speed which was Need for Speed Most Wanted 5-1-0. From my experience in this game it seems like that it was improved from the previous to make it better and probably less annoying in some ways while at times can be a little I've played every Need for Speed so far, and my favorite remains to be Hot Pursuit 2, because it was the most recent game that allowed you to be the cop. Then there was Underground, which lacked cops, but was big on customization. Then there was Most Wanted, like a combination of Underground 2 and Hot Pursuit 2.
